These corporations are already engaged in a global, commercial partnership and would be the ideal choice to build  vertically integrated manufacturing at the Moses Lake location.

Solar projects such as those suggested here could easily utilize the entire annual production of typical 2006 manufacturing plant.  The investment is substantial so the demand also must be substantial and solid. The global demand is growing at 25-40% per year, it will happen here too. When the prices start to come down.

Economy of scale, through 100-500 MW per year factories, is the key to dramatically reduced prices.

Just opened the first stage of a planned 400 MW+ manufacturing facility in Germany as a joint venture with Evergreen Solar and Renewable Energy Corporation. The first stage has about 50 MW per year capacity and cost about $80,000,000 to build.

The venture is called EVER-Q.

WHO SHOULD BE INTERESTED?

Utilities like Grant County PUD could more readily integrate renewable sources into the grid and more closely manage water in their reservoirs.

Agricultural water users such as those who would benefit from the Black Rock Water Storage Project would find far more public support for a project with widespread benefits for society in general.

By reducing the height of the proposed dam and using the savings to promote conservation and water use efficiency through system renewal and by substituting solar PV pumping power for the hydro or thermally generated power now proposed. 

By promoting a solar PV alternative, a new industrial manufacturing sector will be set up in Moses Lake. Investments may be as much as $2 billion in five years. 

Data Center companies such as Microsoft and Yahoo have firm power commitments from Grant County PUD, could partner with the PUD and help shape peak power production using Solar PV.

 

Industrial users such as the  ASiMi Silicon Plant would benefit from stable power rates but also could become the product provider to the water-energy solar PV projects.
